Conversion: From barracks to residential quarter

Development measures for the Oxford Quarter Münster completed

On the site of the former "Oxford Baracks", a barracks complex in Münster-Gievenbeck, a new residential quarter will be built in the next few years. The winning urban design by the architectural firm Kéré from Berlin envisages a lively mix of living, working and living on the site. Taking into account the protection of historical monuments and the existing building fabric, a liveable composition of existing buildings, new buildings and open spaces is to be created around Oxford-Platz. Oevermann Verkehrswegebau with its Münster/Dortmund branch - a PORR company - was commissioned by KonvOY GmbH and Stadtnetze Münster GmbH to construct the first phase of the development measures.

At one time, the Oxford Barracks served as home to around 10,000 British soldiers and their families. The garrison became a small town in its own right: with kindergartens, playgrounds, a school, sports facilities and several pubs. Even before the British troops left, a conversion agreement was signed. The conversion to a residential quarter began in 2019.

Vibrant infrastructure
Oevermann Verkehrswegebau was responsible for the first construction phase of the development measures of the Oxford Quarter. In addition to the earthworks and asphalt works, the foul and storm water drainage systems were also constructed using tried and tested construction methods. Due to difficult ground conditions, soil stabilisation and improvements had to be carried out. An innovative highlight was the box gutters to be installed in a pilot project for the city of Münster. In addition, the execution of cable laying work for Stadtnetze Münster GmbH was commissioned.

Efficiency and adherence to schedules
The client was convinced by the high performance and adherence to schedules of the traffic route construction team. Further plus points were the flexibility in dealing with changed construction circumstances and the close coordination with the client at all times. Even special challenges such as the protection of historical monuments, narrow access roads and high-voltage power lines above the construction site were mastered expertly and professionally by the construction site team. For any special requirements that arose, the in-house building materials laboratory was responsible as a testing centre for self-monitoring.

The team worked closely together to achieve the project's goals: A successful conversion of the former barracks into a modern attractive residential quarter with a high quality of life. The development measures were successfully completed in January 2022.
