Berlin's population is set to grow to almost 4 million by 2030. In order to cope with this growth, the state of Berlin reintroduced subsidies for new housing construction in 2014. The Havelufer Quarter in Spandau is an example of these efforts: three buildings are being constructed on two sites to provide subsidised and therefore affordable housing.
The topping-out ceremony marked another important step in the project. Guests included Stephan Machulik, State Secretary for Housing and Rent Protection, Frank Bewig, District Mayor of Berlin-Spandau, Thorsten Schatz, District Councillor for Construction, Planning, Environment and Nature Conservation, as well as Ulrich Schiller, Managing Director of HOWOGE Wohnungsbaugesellschaft mbH. Together, they emphasised the importance of the project for the city and its residents.
Social and ecological requirements
The construction of the 231 apartments, ranging from 1- to 4-room units, fulfils high standards of sustainability and functionality. The project combines social and ecological aspects with economic efficiency. Energy-efficient construction methods, barrier-free access and integration into the existing infrastructure ensure that the apartments are not only affordable but also future-proof.
PORR's Region East building construction team implemented the project together with BRH Generalplaner GmbH, impressing with its ‘Construction from a single source – cost-effective and safe’ approach. The trusting and proven partnership between the client and PORR is demonstrated by the economically successful projects implemented in recent years.

The work and the apartments are scheduled for completion by December 2025. The forward-looking project in the Havelufer quarter will not only create much-needed living space in the growing metropolis, but will also serve as a model for sustainable urban development in Germany.
